Giving assistance to the Public Administration
Our services seek to:
· Create specific M&E systems for master plans (outcome mapping).
· Create, monitor and evaluate public grants in the field of Development Cooperation.
· Develop knowledge management systems.
· Develop process maps and work place definition.
· Develop internal M&E systems, with indicators on development projects & programs as well as education for development initiatives.
· Implement the computerization of management systems through the use of a suite of ERP applications (enterprise resource planning) with free software (OpenERP/Odoo).

BARCELONA LOCAL COUNCIL
The Directorate of International Cooperation and Solidarity of the Barcelona City Council, within its 2009-2012 Master Plan and current 2013-2016 Master Plan, identified the necessity to enforce the capacities of its Education Development department to guarantee the achieving of specific objectives and associated results linked to the former programmatic documents. To this end, we were requested to conduct an overall diagnosis covering the period from 2009 to 2013. Our aim was to identify, analyse and systematize lessons learned and recommendations related to projects and programmes in this particular area, as well as assess the consistency and complementarity of their funding schemes.
On the basis of the diagnosis conducted, lessons learned and results, outcomes were identified. This has allowed for a substantial improvement in terms of the current financing instruments of this institution, their associated decision-making processes, procedures and related M&E system, as well as the identification of new methodological approaches adapted to the nature and needs within this specific area intended for all social actors based on their interventions.
BARCELONA LOCAL COUNCIL
The Directorate of International Cooperation and Solidarity of the Barcelona City Council, within its 2009-2012 Master Plan and current 2013-2016 Master Plan, identified the need to evaluate the appropriateness and potential impact of their Call for proposals addressed to all Districts of the city of Barcelona in the area of international Cooperation and Education for Development (2011-2013) in accordance with the City Council’s Master Plan. The objective of such evaluation was to identify lessons learned, weaknesses and trends in view of its 2014 call for proposals.
UBORA conducted this diagnosis and evaluation and finally came up with two strategic recommendations, at two different levels: Organisational level, being able to identify and agree on capacity-building areas. Operational level, with a new 2014 call for proposals as well as a capacity-building programme adapted to their specific needs.
